Population roughly 1,700.

On a Monday earlier this month, attackers shut down the operating controls for the town’s well and its treatment plant. For a few hours the town was living on whatever was already in the water tower, and residents were asked to cut back.

Nobody was hurt. That is the only reason you did not hear about it.

And it was not one town having a bad day. More than thirty water systems in Minnesota were hit in the same stretch. Michigan reported nine of its own. Plymouth, Minnesota, a city of about 80,000, was among them.

Why water is the softest target in the country

There are roughly 50,000 community water systems in the United States. The overwhelming majority of them serve small towns. Many are run by a handful of people, sometimes part-time, often with no dedicated technology staff at all.

At some point over the last twenty years, nearly all of them connected their control systems to the internet, for a completely reasonable reason: so an operator does not have to drive out to a well house at two in the morning to check a pressure reading.

That convenience is the attack surface. The control system that lets an operator log in from home is the same control system that lets somebody else log in from anywhere.

And here is the part that makes water different from almost any other target. A water utility cannot go offline while it figures things out. A retailer can close the website for a day. A town cannot stop supplying water for a day.

The chain, link by link

Step one. A control system is reachable from the public internet, usually through a remote access tool that was installed for maintenance.

Step two. Credentials are weak, shared, reused, or never changed from the default. This is the overwhelmingly common failure, not some exotic exploit.

Step three. Someone logs in and changes a setting. They do not need to poison anything to do damage. Turning off a pump, altering a pressure setpoint, or disabling an alarm is enough to cause a boil order, a main break, or a town running on tower reserves.

Step four. The utility falls back to manual operation, which works, because these systems were originally designed to be run by hand. That fallback is the actual safety net, and it depends entirely on whether the people who still know how to do it are on staff.

Step five. The bill arrives. Emergency response, forensics, replacing equipment, and rate increases that show up on the water bill of a town that had no say in any of it.

What is supposed to catch this

This is where the policy story sits.

Water is regulated for what is in it, not for who can reach the controls. The federal framework grew up around contaminants, sampling, and reporting. Cybersecurity requirements for water systems have been proposed, contested, and repeatedly pulled back, and the practical result is that a small utility’s security posture depends mostly on whether its own staff took the initiative.

So the honest answer to who is responsible is: a public works director in a town of 1,700, who also handles streets and parks.

That is not a scandal about that person. It is a design problem that keeps getting treated as a local one.

What actually helps, in order

Disconnect what does not need to be connected. The single biggest reduction in risk is removing direct internet exposure of control systems.

Kill shared logins. Individual accounts, multifactor authentication, and immediate removal when someone leaves.

Write down the manual procedure and practice it. The fallback is the real defense, and it decays if nobody has run it in three years.

Regional support. Small utilities cannot each hire a security engineer. States that pool this capability get results that individual towns cannot buy.

What you can do this week

Find out who runs your water system. For most people it is a municipal utility, a district, or a small private operator, and the name is printed on your bill.

Then look for two things: whether they have publicly said anything about remote access controls, and when your city council last discussed it. In most places the answer to both will be nothing and never. That absence is the finding, and a two-minute public comment at a council meeting is one of the few places where an ordinary person’s question actually creates a record.

What I am watching

Whether the Minnesota and Michigan incidents get formally attributed, and to whom.

Whether any federal cybersecurity requirement for water systems survives the rulemaking process this time.

Whether states stand up shared response capacity, which is the only version of this that scales down to a town of 1,700.

Whether any of these incidents ever produces a public after-action report. So far, mostly not.

Roads, bridges and power get called infrastructure. Water is the one you cannot go a day without, and it is being defended by the fewest people.

Why this one is free

Everything above is free and stays free. The explanations should not cost money.

What paid subscribers fund is the tracking. The weekly ledger on chokepoints, oil and rates. The running audit of what got defunded without a vote. The Sunday briefing on the week ahead. And Chat, where you can ask me things directly and I answer.

Five dollars a month. Fifty a year. Sailors describing unbearable conditions. A mental health situation bad enough that it made it out of the ship and into the press. And what did Defense Secretary Pete Hegseth do with that information?

He called it “completely misrepresented.”

Not “we’re looking into it.” Not “our sailors deserve better and we’re on it.” He went straight to the podium and told you the reporting was wrong. The Navy backed him up, saying they haven’t seen an increase in reported suicidal ideation or attempts.

I want you to sit with that response for a second. Because it tells you everything about how this administration sees the people who volunteered to serve this country.

This Is Not a New Pattern

Here’s the context you’re not getting anywhere else.

This is the same administration whose leader once stood in front of a grieving Gold Star family and made it about himself. The same man who, according to reporting by The Atlantic, called American soldiers who died in World War I “suckers” and “losers” for being buried in France. The same administration that has systematically undermined military leadership, installed loyalists in senior positions, and treated the Armed Forces not as a national institution but as a political prop.

Pete Hegseth — a former Fox News host with no senior command experience — is now the Secretary of Defense. His confirmation was one of the most contentious in recent memory. And his instinct, when faced with a mental health crisis among deployed sailors, was not to investigate. It was to discredit.

That’s not leadership. That’s image management.

What They’re Really Saying

When Hegseth says the reports are “misrepresented,” he’s doing something specific. He’s telling the people still defending this administration that the sailors are exaggerating. That they’re soft. That the media is the enemy, not the conditions these men and women are enduring.

And some people will buy it. Because it’s easier to believe the troops are complaining too much than to accept that the people you voted for don’t actually care about them.

I want to be direct with you: if you’re defending the conditions on that ship without being on that ship, you are not supporting the troops. You are protecting the people who put them in those conditions and won’t answer for it.

There is a difference. And it matters.

Who the USS Abraham Lincoln Is

This isn’t just any ship. The USS Abraham Lincoln is the carrier where George W. Bush stood under a banner that read “Mission Accomplished” in 2003. It has a history. It has a legacy. The sailors aboard it are not statistics — they are sons, daughters, mothers, fathers, husbands, and wives who raised their right hands and swore an oath to this country.

They did their part. The question is whether the people above them — the ones with the stars and the titles and the TV cameras — are doing theirs.

Based on what we’re seeing? The answer is no.

The Leadership Failure Nobody Wants to Say Out Loud

Real leadership is not about how you look at the podium. It’s about what happens when things go wrong and the cameras aren’t on you.

A commanding officer who responds to a morale crisis by denying it exists hasn’t solved the problem—they’ve buried it. And buried problems on a warship at sea don’t stay buried. They surface. Sometimes in ways that can’t be walked back.

The sailors on the Abraham Lincoln needed their leadership to say: We hear you. We’re coming. Hold on.

Instead, they got: The media lied about you.

That’s not what accountability looks like. That’s not what care looks like. And frankly, that is not what America is supposed to look like.

What This Means for All of Us

Here’s why this matters beyond the ship.

If this administration is willing to dismiss a mental health crisis among active-duty service members—people with clearances, weapons, and legal obligations to follow orders—they will dismiss anything. They will dismiss your healthcare. Your school. Your job. Your community.

The people telling you to “support the troops” are the same people brushing off the troops’ pain right now. That contradiction should bother you. It should bother everyone.

We do not get to claim to be a nation that honors its military while letting those same service members suffer in silence on a carrier in the middle of the ocean, with no accountability from the top.

The Bottom Line

The USS Abraham Lincoln situation is not a media story. It’s a leadership story. And the leaders failed.

Pete Hegseth can go on television and call the reporting misrepresented all he wants. The sailors on that ship know what they experienced. Their families know. And now you know.

The question is what you do with that.

For me, the answer is the same as always: keep telling the truth. Keep naming what’s happening. Keep asking the questions nobody else wants to ask.

That’s what BFM is here for. No corporate backing. No filter. Just truth.

If this piece gave you context you weren’t getting anywhere else—that’s what we do every day at BFM Breakdown. increasingly being directed at Defense Secretary Pete Hegseth, whose Pentagon helped oversee the carrier’s extended combat deployment in the Middle East.

Hegseth is not personally responsible for every maintenance failure, broken fixture, plumbing problem, or day-to-day command decision aboard the nuclear-powered aircraft carrier. But as secretary of defense, he does carry substantial responsibility for the larger military decisions that determine where American forces are sent, how long they remain deployed, and whether the military has enough resources and personnel to sustain those operations safely.

That distinction is critical.

An Aging Carrier Under Heavy Pressure

The USS Abraham Lincoln is a Nimitz-class aircraft carrier commissioned in 1989. Like other aging ships in the U.S. fleet, it operates within a Navy that has faced years of maintenance delays, shipyard backlogs, parts shortages, staffing problems, and extremely demanding operational schedules.

Those problems existed long before Hegseth became defense secretary.

But the Lincoln has since been subjected to an unusually demanding deployment, including extended operations connected to the conflict with Iran.

The longer a carrier remains continuously deployed, the more difficult it becomes to perform certain maintenance, rotate personnel, replenish supplies, give sailors adequate rest, and address problems that would normally be handled during port visits or scheduled maintenance periods.

That is where responsibility begins moving upward.

What Hegseth Actually Controls

A defense secretary does not decide when a toilet gets repaired or which sailor fixes a broken pump.

Hegseth does, however, sit near the top of the decision-making structure responsible for military force posture.

His department helps determine whether a carrier remains in a combat theater, whether another ship is available to relieve it, whether operational demands are sustainable, and whether military commanders have enough resources to support sailors carrying out the mission.

The relevant questions are therefore larger than individual equipment failures.

How long was the Pentagon willing to keep the Lincoln deployed?

Were Navy leaders warning that the ship and its crew were becoming overstretched?

Was another carrier available to relieve it sooner?

Were maintenance, food, water, medical care, spare parts, mail delivery, and mental-health resources keeping pace with operational demands?

Those are leadership questions.

And those questions reach the Office of the Secretary of Defense.

Trump Sets the Political Strategy

Responsibility does not stop with Hegseth.

President Donald Trump is commander in chief and ultimately establishes the administration’s broader military strategy.

If the administration decides that a carrier must remain in a combat zone because of operations involving Iran, the Defense Department must turn that political decision into an executable military strategy.

That means Trump carries responsibility for the larger policy.

Hegseth carries responsibility for how the Pentagon implements it.

Navy leadership carries responsibility for managing the fleet.

Commanders aboard the carrier remain responsible for day-to-day operations.

The controversy therefore cannot reasonably be blamed on one individual.

But neither can senior Pentagon officials separate themselves completely from conditions created by an extended deployment they helped sustain.

The Response May Matter as Much as the Original Problems

Hegseth has faced additional criticism over his public response to reports about deteriorating conditions aboard the carrier.

Rather than simply acknowledging the concerns and explaining what the Pentagon was doing to address them, Hegseth has argued that some reporting about conditions aboard the ship was misrepresented.

That response raises another issue.

Even if some allegations were exaggerated or incomplete, reports involving food, plumbing, supplies, morale, maintenance, family concerns, and sailor welfare deserve investigation rather than dismissal.

The Pentagon has enormous power over the lives of service members.

When sailors are ordered into prolonged combat operations, civilian leaders have an obligation not only to accomplish the mission but also to ensure that the people carrying it out are properly supported.

This Is Bigger Than Broken Toilets

Reducing the controversy to malfunctioning bathrooms or uncomfortable living conditions misses the larger story.

An aircraft carrier is essentially a floating city carrying thousands of people while operating one of the most complicated weapons systems ever built.

When that ship remains deployed for months beyond its normal schedule, even relatively small problems can become serious.

Maintenance gets postponed.

Equipment wears down.

Parts become harder to obtain.

Sailors become exhausted.

Families remain separated.

Morale deteriorates.

And commanders have fewer opportunities to reset the ship.

Those consequences are predictable.

That means senior leadership has to account for them before repeatedly extending deployments.

Where Responsibility Falls

The fairest assessment places responsibility across several levels.

President Trump bears responsibility for the political and military strategy requiring sustained American operations in the region.

Secretary Hegseth bears significant responsibility for Pentagon decisions involving force deployment, readiness, logistics, carrier rotations, and whether military demands exceed what personnel and equipment can reasonably sustain.

Senior Navy leadership bears responsibility for fleet management, maintenance, supply chains, personnel readiness, and communicating when ships are reaching their limits.

The Lincoln’s commanding officers are responsible for problems that can reasonably be corrected aboard the ship.

Congress and previous administrations also share responsibility for long-standing problems involving shipbuilding, maintenance infrastructure, fleet size, procurement, and readiness.

The Real Accountability Question

The strongest criticism of Hegseth is therefore not that he personally caused every problem aboard the USS Abraham Lincoln.

It is that Pentagon leadership helped place an aging carrier and thousands of sailors under extraordinary operational pressure and must answer for whether enough planning was done to support them.

The central question is simple:

If America’s leaders decide to send service members into prolonged combat operations, did those same leaders provide them with the resources, maintenance, relief, and support necessary to safely carry out the mission?

That is the standard by which Hegseth—and the rest of the national-security leadership—should be judged.

The sailors aboard the USS Abraham Lincoln did not choose the geopolitical strategy.

They were ordered to execute it.

Their civilian and military leaders are responsible for making sure they are not forced to pay for strategic decisions with preventable hardship.

If you want news without the spin, propaganda, or political theater, subscribe to The BFM Report on Substack.

We break down what’s happening, who’s responsible, and what it means for everyday href="https://unsplash.com">Unsplash

The first is that the war with Iran might finally be ending. On Saturday night, the president said Mideast allies had reached the parameters of a deal and that he would hold off on new strikes.

The second is that everything still costs too much.

Most coverage treats those as separate stories. Foreign policy over here, your budget over there. They are not separate. They are the same story, and the connective tissue is a stretch of water most Americans will never see.

Let me walk you through the whole chain, step by step, in plain English.

What Actually Happened on the Water This Week

The Strait of Hormuz is a narrow passage at the mouth of the Persian Gulf. A large share of the world’s seaborne oil moves through it. For five months of this war, Iran has attacked vessels trying to transit without its permission, and the strait has been effectively choked.

On Saturday alone, the British Navy reported that a tanker was struck off the coast of Oman, damaging its engine room, and that an explosion was reported near a second vessel further north near Khasab. Kuwait’s Defense Ministry said its forces were responding to Iranian drone attacks that hit several vital facilities in the country’s north. Satellite images reviewed by the Associated Press showed crude oil leaking from a sanctioned tanker grounded off Oman near a marine protected area.

And Hormuz is not the only chokepoint in trouble. Houthi forces announced a blockade on Saudi shipping at Bab el-Mandeb, the passage between the Red Sea and the Gulf of Aden. Eight Saudi vessels rerouted around the Cape of Good Hope, adding thousands of miles and weeks of sailing time to their voyages.

Iraq and Turkey responded by signing a one-year pipeline deal to push oil out overland while the water stays dangerous.

The State Department, meanwhile, issued security alerts for Americans in ten countries across the region, warning of possible flight cancellations and airspace closures.

That is the raw material. Here is what it does to you.

The Chain, Link by Link

Step one. A contested strait raises the price of oil. Not because less oil exists, but because every tanker owner now prices in risk, insurance, and the possibility of a two-week detour around Africa. Markets do not wait for the oil to actually stop moving. They price the fear.

Step two. Oil raises everything else. Diesel moves the truck that brings food to your store. Jet fuel moves the package. Petrochemicals sit inside your packaging, your fertilizer, your plastics. When crude rises, the increase does not stay in the gas station. It walks into the grocery aisle about six to ten weeks later.

Step three. Rising prices tie the Federal Reserve’s hands. The Fed’s new chair, Kevin Warsh, said this past week that inflation is still running hot, and he offered no clear roadmap for fixing it. As long as energy keeps pushing prices up, the Fed cannot cut rates without making inflation worse.

Step four. No cuts means expensive money. This is where it lands on your kitchen table. Thirty-year Treasury yields just hit their highest level in nearly two decades. The ten-year note went above 4.7 percent on Friday, higher than the level the president inherited when he returned to office. Freddie Mac put the average thirty-year mortgage at 6.66 percent, up from 6.58 percent a week earlier and the fourth straight weekly increase, though still just below the 6.72 percent of a year ago. Car loans, credit cards, and small business lines all sit on the same rails.

Step five. Expensive money squeezes the government too, which squeezes you again. The federal government has spent $827 billion this fiscal year just servicing the national debt. That is more than it spent on national defense. Every dollar of that is a dollar not available for anything else, and it is a bill that grows every time rates rise.

The Argument You Will Hear, and What the Numbers Say

The White House position is straightforward: end the war, oil falls, inflation falls, the Fed cuts, and everyone feels better. A spokesman made exactly that case this week.

It is not a crazy argument. Energy really is the hinge. If Hormuz genuinely reopens and stays open, crude should ease and some of this pressure comes off.

But notice what that argument quietly concedes. It admits the war is a major reason your borrowing costs went up. You cannot claim credit for lowering prices by ending a war without acknowledging that the war raised them.

And there are two problems with waiting on that fix.

The first is that Hormuz is not open yet. A social media post announcing parameters is not a signed agreement, and ships were still being hit the same day the announcement went out.

The second is that oil is not the only thing pushing rates up. Tariffs pushed them up last year, so fast the administration reformulated them. The bond financing behind the artificial intelligence data center buildout has pushed them up. Growth came in at 1.5 percent last quarter. Markets currently expect the Fed to raise rates at its September 16 meeting, not cut them.

Research released in June by economists at Georgetown and Berkeley points at the thing that actually decides how voters feel: whether incomes are outpacing inflation. Over the last twelve months, inflation has nearly kept pace with hourly wage gains. And that comparison actually understates the squeeze, because the cost of servicing debt is not included in the consumer price index at all.

So when someone tells you the economy is booming, the honest answer is that the economy is stable and your money is still shrinking. Both things are true. Only one of them is on your bank statement.

The Hormuz Tax Tracker

Everything above is the explanation, and it is free, because everybody deserves to understand this.

What follows is the tool. Every week I update a running ledger of this chain: where crude closed, what changed at each chokepoint, what the ten-year and the thirty-year mortgage did, and my running estimate of what the escalation is costing a typical American household per month. Plus the specific dates and decision points to watch next.

That work is what paid subscribers make possible. Five dollars a month. Fifty a year. Seven-day free trial if you want to see it before you commit.

You do not have to take my word for whether it is worth it. Here is what readers already paying for this say:

“Clear take on today’s news and issues with historical context.” — Chucky

“Seems to me that you tell it like it is.” — Walter L.

If this breakdown helped you understand why your money feels tighter than the headlines say it should, the tracker is the part that keeps you ahead of it. Upgrade below and the ledger starts landing in your inbox this week.
